INCREASE ECONOMIC ACTIVITY AND VITALITY OF IDAHO’S HORSE-RACING INDUSTRY

PROJECT GOAL:
•Strengthen and save the horse-racing industry in Idaho.
•Strengthen Idaho’s economy.
•State government receives millions of dollars annually in additional tax revenue to help support vital services

KEY PROVISIONS:
•STATE LOTTERY: Expand the revenue-generating ability of the state lottery through operation of a lottery product in electronic format consistent with public policy of strictly limiting expansion of gambling to locations where it already exists.
•CONTROL OF ELECTRONIC LOTTERY PRODUCTS: Lottery products in electronic format would be allowed only in certain facilities licensed by the Idaho Racing Commission to conduct pari-mutuel wagering & simulcast races year round.

DETERMINE DISTRIBUTION FROM STATE-CONTROLLED
LOTTERY PRODUCTS IN ELECTRONIC FORMAT AT LICENSED
PARI-MUTUEL FACILITIES:
•Revenue to fund Idaho breeders and owners awards.
•Increase purses at all horse, small tracks and fair circuit tracks, funded by electronic lottery products net revenues in an amount agreed to by each track and horsemen’s association.
•Revenue to fund the licensee/operator.
•Revenue to continue funding the Idaho Racing Commission.
•Revenue to the Lottery Commission to defray expenses of administering the law and operating an electronic lottery product central system.
